Analysis of government purchases as an instrument for strengthening competitiveness and the internal market in Mexico

Abstract
This paper analyzes the role of government procurement in the current functioning of international economy, in order to identify its potential as an instrument to strengthen the domestic market in Mexico.
The analysis is referred to Michael Porter’s National Competitiveness model, and based on statistics and programs implemented in various countries. In the case of Mexico, a brief description of the regulations applicable to government procurement is considered, including the scope of this matter in the texts of the free trade agreements, as well as the participation of micro, small and medium enterprises (MIPYMES) in public procurement.
